Your embassy isn't missing, it's hiding in your other buildings on the far right.

☆DATC☆Xolah☆ Rated on 2021-03-09 20:49:50: It's still available to be constructed but hasn't been constructed. Try to build it, when you think you should be seeing it to place it, it's probably hiding in with buildings and blending in. You'll have to manually move it to an open area where it can be built.
