What's the difference between these two items? If you use a memoir, can you switch talents for free later?

talent reset resets your actual talents, and you can distribute your points on other talents.
(war to economy or economy to war. )
talent memoire is a preset for your talents.
you can save a talent set with it. if you will switch, you can do it with some clicks.
but you still need a talent reset item.
